[edit] What are the electoral rules for Germany?
What is the system of proportional representation in Germany? From looking at these numbers, it appears there is some minimum vote below which a party gets no representation. If I apply any kind of simple proportional system, it appears the Republicans would have gotten 2 seats, and Animal Welfare, Grey Panthers, Family, and National Democratic would each get one.
