I replaced the sentence "This rule was originally created by the Federal Communications Commission in 1927, in the Radio Act." with "This rule originated in § 18 of the Radio Act of 1927."

I'm not a communications law expert, but I do know enough to see that this sentence can't be correct. First, the FCC did not exist in 1927; it was created by the Communications Act of 1934. The Federal Radio Commission was the closest thing to the FCC in 1927. Second, the FCC (and the FRC before it) does not enact statutes, and the Radio Act of 1927 is a statute. Congress enacts statutes. It could not be that the FCC (or FRC) created anything in the Radio Act. It could propose modifications to Congress, and may create regulations as empowered by the Act, but is not empowered to modify the Act itself, which only Congress can change. Citing 1983 and 1927 aren't enough. I came looking for one of the rulings in the 1970s but could not find it. --enm 17:20, 1 Nov 2007
