Empire City is a fictional setting, a city in the DC Comics universe. It is best known as the home of the Golden Age Manhunter, Paul Kirk. The corresponding real world location of Empire City is uncertain, but some sources place it in Massachusetts.

Empire City Inspector Donovan, along with several of his colleagues, is slain by the villain called the Buzzard. This inspires the original Manhunter to take up the role of a crimefighter.
