I am the webmaster for the City of Elmira and am able to represent the organization that owns this image in an official capacity. This image is the copyright of the City of Elmira and by its extension, the taxpayers of the City of Elmira. Since this image is owned by the public, I don't see a problem with the use of this image on Wikipedia. Please advise what template I should use or what rationale would be more appropriate. My purpose is to make Wikipedia better and to fairly represent the City of Elmira on Wikipedia.
