Using the plural form of "External links" even when there is only one link in the list is the current standard for articles as described on Wikipedia:Manual of Style (headings). Yes, Wikipedia:External links says that there is no clear consensus; I read the section as "This is a list of external links" and it just so happens that right now the list consists of exactly one element.
