Dude, if leading to 16 years of bitter political struggles (and a strong attempt to reopen the issue again 26 years later at the 2001 Durban conference), and being the subject of countless opposing vehement denunciations and eulogistic panegyrics, doesn't make it "notorious", then nothing in the world can ever be "notorious". It's certainly "notorious" in the U.S. (where Sununu was governor), considering that the relationship between the U.S. and the U.N. has still never fully recovered from its effects, over 30 years later. I'll replace it with "extremely controversial" just for you (even though I don't see any very meaningful difference between "extremely controversial" and "notorious"), since some explanatory phrase needs to go there...
