Established on 15th. September, 1970 Durgapur Govt. College, affiliated to the University of Burdwan, is the only government college not only in the home district of Burdwan, but also in the neighbouring districts of Bankura, Purulia and Birbhum. It is a college fully funded and administered by the Government of West Bengal. Direct administrative control lies with the Director of Public Instruction, Higher Education Directorate, Govt. of West Bengal.

The college offers 3-year under-graduate degree courses in Arts, Science and Commerce as well as Post Graduate courses in Geology and Conservation Biology.

[edit] Brief History

The Government of West Bengal established Durgapur Government College during the time of the genesis of Durgapur itself, an industrial town that was being built around a host of large and medium scale industries in the public and private sectors (and the ancillaries thereof) like the Durgapur Steel Plant, Alloy Steel Plant, Mining and Allied Machinery Corporation, Durgapur Projects Limited, Phillips Carbon Black Limited, etc. With the settlement of many thousands of industrial workers of all ranks in Durgapur, the need was felt for a Higher Education Institution that would offer to prospective students General Degree Courses and it was to meet this demand that the College was established.

The vision of the College is to play a definitive role in nation-building by instilling in students the zeal to serve the larger community by becoming dedicated professionals in their chosen fields, and its mission is to provide quality higher education that is informed with a sense of progressive and modern outlook to all its students.

The goals and objectives of the College are to ensure that the students are provided with academic training of a high quality so that they are equipped with the skill sets required in today’s professional sphere. As the institute also stresses upon the need to develop all-round faculties of the students, among its objectives is the promotion of extracurricular, cultural and sporting abilities of the students.

Though the focus of the goals and objectives of the College is primarily on development of the intellectual potential of the students, other considerations are also addressed to. The College is a Government institution and as such it provides to the disadvantaged sections of the society all benefits due to them as stipulated by the Government which include seat reservation for members the Scheduled Castes, Scheduled Tribes and Physically Challenged as well as free-studentship (full and partial) for students coming from economically impoverished families. The College has full-fledged NCC and NSS units that periodically conduct programmes through which issues of Community and National Development, Ecology and Environment are dealt with. The College has a Career and Placement Training Cell that provides students with information regarding employment opportunities and assists them to develop soft skills required by the job-market. As the College is committed to provide to all its students and employees an environment that is gender equitable, it has a Cell for Gender Sensitization and Sexual Harassment Protection that works towards the achievement of such goals.

STUDENTS’ SUPPORT SYSTEMS

Library The College Central Library is an asset of the institution. A separate building with over 60,000 books, journals & periodicals and internet facility, the library is the proud possession of this College. Besides the central library, each department offers books and journals to the departmental Honours and Post Graduate students through the departmental Seminar Library.

Laboratory The college has well-equipped laboratories with all the science departments, as well as with the PG Department of Geology.

Computer Computer facility is available in almost all the science departments, as well as in the Library. A separate computer lab is present at the Department of Geology, where the terminals are interconnected by LAN. Common Room There are separate common rooms for the girls and boys students, both equipped with various indoor games facilities. Several journals, magazines and newspapers are subscribed to and kept in the common rooms for the use of students.

Canteen One centralized Canteen, with a separate canteen building located in the college premises provide tiffin, snacks and lunch to the students at subsidized rate.

Gymnasium The College has a centralized multi-gym facility for the use and benefit of its students. Students are regularly encouraged to make use of the gymnasium facilities so that physical health is ensured alongside development of the mind.

College Journal Durgapur Government College publishes an academic journal titled ‘Communique’, which has been received with acclaim by the academic fraternity. The journal provides members of the staff and students a platform to engage with various academic /intellectual issues with a spirit of enquiry. ‘Communique’ is indeed a perfect showcase of the considerable research and academic activity that is carried on at Durgapur Government College. The Department of Geology publishes its own academic journal titled ‘Geolozine’ and it serves as a medium through which to present cutting-edge geological research as conducted by the faculties, researchers and students of the department.

M. Sc. COURSE IN GEOLOGY The Department of Geology offers two years full time M. Sc. in Geology under the Burdwan University. The course was introduced in 1983 with an intake capacity of 10 and at present the intake capacity is 20. The criteria and procedure for admission to this course is as per the rules and guidelines framed by the University of Burdwan and are notified at appropriate time More than 95% students of this department are well placed in different government, semi-government and private organizations. Almost all the M. Sc. Final year students (appeared in 2007) got appointed by reputed concerns before completion of their course. M. Sc. COURSE IN CONSERVATION BIOLOGY This multidisciplinary course has been introduced from the academic session 2007-08 and students with an Honours background in Life Sciences with Chemistry as a combination subject are welcome. STUDENTS’ UNION The Students’Union of the College, consisting of elected students-members, is a representative body of all the students including the postgraduate students. The election to the Union is held every year following proper norms. The Students’Union shoulders the responsibility of publishing the College Magazine (SHAMIDH) and a wall magazine (UNMESH). It promotes many activities relating to the students’ welfare

and development of the college. Students taking admission in this college are encouraged to participate in the various cultural and extracurricular activities that the Students’ Union organizes from time to time. Students’ Union actively organizes a Career Fest and an excellent Annual Exhibition on academic matters. Students’ Union also actively cooperates with the College Authority to organize the Annual Athletic Meet. The body also organizes the extremely popular Annual Social Function and the Fresher’s Welcome. There is a Consumers’ Co-operative organized by the Students’ Union to supply books and stationery to the students at subsidized rates. Students can also avail of Xerox and Pay – Phone facilities provided by the Co-operative.

ALUMNI ASSOCIATION The alumni association of the College ensures that the college infrastructures are optimally utilized for the benefit of the students and also facilitate employment opportunities among the students. The Alumni Association gives an award named “The student who inspires us most” every year to one of the existing students. There is a separate Alumni Association of the Geology Department which organizes a biennial alumni meet where ex-students and current students exchange views about academic issues and employment opportunities. This association is also instrumental in publishing a journal every alternate year. The Association has placed 22 M.Sc. students in different organizations like Baker Hughes, Rolta India, HCCL, Integrity Geosciences, SWID, Geoservices, SRG Services, Bankura District Rural Development Cell, etc. SPORTS & GAMES The Physical Education Department with assistance of the students and teachers & other staff members, organizes different games (both indoor and outdoor) and athletic activities. Students of this college are actively participating in the events. This college was runners up in football, table tennis and badminton in the Inter-Govt. College Tournament 2005. In the Athletic section one of our girl students of B.Com. 1st year, stood 1st in 200m and 400m race and 3rd in Shot put throw. She was declared Best Sportswoman in Inter-Govt. College Athletic Meet 2006. In the Men’s section our boys of B.A 1st Year stood 1st in 200m and 400m race and in Shot Put Throw while a B.A 3rd Yea student stood 2nd in 800m race in Inter-Govt. HEALTHY PRACTICES

National Cadet Corps (NCC) The National Cadet Corps (NCC) wing of the college are particularly active in mobilizing students to take up various personality-building activities, aware them about social responsibilities and train them to become an honest citizen always alert and ready for any social demand. These wings are headed by professionally trained personnel among teachers. Some of our N.C.C. cadets have been selected to 2000 at New Delhi represent the Eastern Zone for the Republic Day parade at Delhi. Their performance is being acknowledged and rated high at the local, State and National levels. Some of the volunteers have received Governor Medal Award. NCC cadets are also getting excellent job opportunities.

National Service Scheme (NSS)

The NSS wing of this college is also very active. Nearly 100 students every year come forward to join NSS and over the year work for the social causes. Different activities include campus-cleaning, aforestation programmes, health awareness activities like AIDS awareness, Polio immunization works etc., literacy programmes and many such important activities. Volunteers also conduct annual ten-day long camps in economically backward areas to inculcate the importance of literacy, creative activities amongst the children and health awareness.

Cell for Gender Sensitization and Sexual Harassment Protection As the College is committed to provide to all its students and employees an environment that is gender equitable, it has a Cell for Gender Sensitization and Sexual Harassment Protection that works towards the achievement of such goals. This cell was constituted along the guidelines prescribed by the honourable Supreme Court of India. The cell aims to inculcate gender sensitivity amongst all the stakeholders of the college.

Grievance Cell This is a centralized cell to look into the grievances relating to infrastructure, academics and support systems. The mandate of the cell is to address grievances in an efficient and swift manner.

Instrumentation Maintenance Facility (IMF) Under the Instrumentation Maintenance Facility (IMF) of the UGC the College will receive funds to appoint trained personnel on contract basis for the maintenance of equipment and infrastructure. The focus of this facility is to ensure that the equipments used in various departments and offices of the college are maintained systematically and efficiently.

The College has a fully functional Career Planning and Placement Cell, one of the few Colleges in the region to do so. Students are provided guidance in career choice, opportunities for higher education, besides being provided placement opportunities in different organizations and assistance to develop soft skills required by the job-market. Prospective employers are given the opportunity to make presentations for the students and to conduct on-campus interviews leading to placement. Students of this college have already been successful in placement interviews with various organizations. In the last one and a half years, the Cell has managed to provide placement to more 150 students from various disciplines. Guidelines for Admission in B.A., B.Sc., B.Com. (Honours and General) Courses

 ISSUE OF ADMISSION FORMS, PROSPECTUS AND GENERAL RULES • Forms will be issued by the college office only on such dates and time as will be notified by the college authorities. Only one copy of the prospectus will be issued to each candidate at the time of purchase of forms. • Admission forms will be issued only on production of original mark sheet of Higher Secondary or Equivalent. • On fulfilling the minimum required eligibility conditions, a candidate will be issued forms for Honours Course and General Course as per below mentioned numbers:

However, SC/ST candidates who will qualify on their own merit to be included in the merit panel for the general category will not be considered in the merit panel for SC/ST candidates. • 3% of the total number of seats in all streams will be reserved for physically handicapped candidates. • A number of seats in all streams, depending on the ratio of applicants from West Bengal Higher Secondary Council (WBHSC) and from Boards/Councils, other than WBHSC, will be earmarked for students of such other Non – West Bengal Boards / Councils. • Students from other Councils or Boards (e.g. ISCE or CBSE) are instructed to convert their aggregate on a scale of 1000 as full marks. Such students should also have had either English or Bengali or both at the +2 level. • Candidates who could not take admission in previous years due to reasons beyond their control can apply this year substantiating the reason with appropriate document. However, candidates who have passed Higher Secondary or equivalent examination 4 years ago will have to take permission from the University of Burdwan before admission. • Candidates are requested to carefully go through the prospectus and the admission form before filling up the form.

 MINIMUM ELIGIBILITY REQUIRED FOR ADMISSION

Honours in Arts Subjects • For Honours in English, Bengali, Political Science, History, Philosophy and Sanskrit candidates are required to have scored at least 45% marks in aggregate and at least 50% marks in the proposed Honours subject at Higher Secondary or equivalent. • For Economics Honours: • Candidates with Economics at Higher Secondary or equivalent – at least 45% in aggregate, 50% in Economics and pass marks in Mathematics at Higher Secondary or equivalent. • Candidates without Economics at Higher Secondary or equivalent – at least 45% in aggregate and 50% marks in Mathematics at Higher Secondary or equivalent.

Honours in Science Subjects • For Honours in Chemistry and Mathematics candidates are required to have scored at least 50% marks in aggregate and at least 55% marks in the proposed Honours subject at Higher Secondary or equivalent. • For Honours in Physics candidates must have scored at least 50% in aggregate, 55% marks in Physics and pass marks in Mathematics at Higher Secondary or equivalent. • For Honours in Economics candidates must have scored at least 50% in aggregate and 45% marks in Mathematics at Higher Secondary or equivalent. • For Honours in Geology candidates must have scored at least 50% marks in aggregate and at least an average of 50% marks in three elective subjects at Higher Secondary or equivalent. • For Honours in Botany and Zoology candidates must have scored at least 50% marks in aggregate and at least an average of 55% marks in Biology and pass marks in Chemistry at Higher Secondary or equivalent.

Honours in Accountancy • Candidates with Commerce at Higher Secondary or equivalent are required to have scored at least 50% marks in aggregate and at least 50% marks in Accountancy. • Candidates without Commerce at Higher Secondary or equivalent are required to have scored at least 50% marks in aggregate and at least 50% marks in mathematics.

General Course in B.A., B.Sc., B.Com. • For General Course in B.A. and B.Sc. candidates are required to have scored at least pass marks at Higher Secondary or equivalent. • For General Course in B.Com. - a) Candidates with Commerce at Higher Secondary or equivalent are required to have scored at least 30% marks in Accountancy. b) Candidates without Commerce at Higher Secondary or equivalent are required to have scored at least 30% marks in Mathematics.

Note that - The minimum eligibility for the Scheduled Caste and Scheduled Tribe candidates will be 25% less marks than that secured by the last candidate belonging to the General category in Honours and General Course.

3% of the total number of seats in all streams will be reserved for physically handicapped candidates for which a candidate has to produce a certificate issued from any government hospital showing at least 40% handicap.

 CALCULATION OF AGGREGATE Following instruction issued by the University of Burdwan vide Circular No. RC/PERM/ADM/539 dated 08.05.07, the formula for calculation of aggregate for admission to the 1st year courses at UG level (Session 2007 - ‘08) will be as follows: “the college will consider …. 2 (two) language papers and best 3 (three) out of 4 (four) optional subjects.”  SUBMISSION OF FILLED UP FORMS: • Candidates are requested to fill up the forms legibly and neatly using blue or black ballpoint pen (dot pen). • Forms filled up and duly signed by the candidate and father/guardian will have to be self-attested after proper scrutiny as mentioned in the form. • Filled up forms are to be submitted to the college office only on such dates and time as will notified by the college authorities. • Requests for acceptance of filled up forms after the expiry of prescribed date for submission of forms will not be entertained. • A photocopy of Higher Secondary or equivalent Mark Sheet has to be attached with the form. • Following documents are to be produced in original for verification at the time of admission:

1) Admit Card / Madhyamik Certificate as proof of age 2) Mark Sheet of HS or equivalent Examination 3) Caste Certificate for candidates applying for the reserved categories. 4) Physically handicapped Certificate issued by any government hospital clearly showing percentage of handicap. 5) School Leaving Certificate.

 ADMISSION PROCEDURE

For Honours Course • All admissions will be strictly according to merit through counseling and following stipulations mentioned above or that prescribed by the Government of West Bengal and the University of Burdwan. • The INDEX will determine the position of a candidate in the merit panel. • All merit panels will be regarded as provisional. A candidate whose name appears on a merit panel will be admitted only after she/he has fulfilled all required criteria prescribed above or prescribed by the Government of West Bengal and the University of Burdwan. • A candidate whose name appears in a merit panel will have to take admission on pre-announced date and time. • A candidate whose name appears in merit panels for more than one subject will have to take admission in any one of those subjects on specified date and time. • A candidate who fails to take admission on such date and time as will be notified by the college authorities will forfeit her/his claim to candidature and shall not be entertained for admission on a later date. • After admission from the first list is completed, candidates from the waiting list will be considered for admission only if there is any vacancy. • Once admitted to an Honours subject a candidate may be given the choice of transferring to another Honours subject for which she/he had applied, only if there is any vacancy in that subject after completion of the Admission procedure.

For General Course • All admissions will be strictly according to merit and following stipulations mentioned above or that prescribed by the Government of West Bengal and the University of Burdwan. • The aggregate marks secured by a candidate at Higher Secondary or equivalent will determine her/his position in the merit panel. • All merit panels will be regarded as provisional. A candidate whose name appears on a merit panel will be admitted only after she/he fulfilled all required criteria prescribed above or prescribed by the Government of West Bengal and the University of Burdwan. • A candidate whose name appears in a merit panel will have to take admission on such date and time as will be notified by the college authorities. • A candidate who fails to take admission on such date and time as will be notified by the college authorities will forfeit her/his claim to candidature and will not be entertained for admission on a later date.

Note that - • In addition to the above combination of subjects, all students will have to take Compulsory English, Compulsory Bengali (or Alternative English) in Part – I • Students have to study Environment Science in Part-III • Students opting for subjects wherein fieldwork is mandatory (such as Geology, Zoology, Botany etc.) will have to compulsorily attend Govt. approved field trips. • Since the College has no provision of teaching Hindi, candidates cannot opt for Hindi.

 CODE OF CONDUCT • In accordance with the University of Burdwan ordinance number U. Ord. 18 (Adm), students with less than 75% attendance in lecture classes (and practical classes in Science) and with less than 60% attendance in tutorial classes will be declared Non-collegiate. Such students will have to seek permission from the University of Burdwan to take the University Examinations on payment of requisite fees. • A student absent from college for three continuous months without notice will be struck off from the college roll as per the University of Burdwan ordinance number U. Ord. 13 (Adm). • Students of this college will abide by the rules of the college and must conduct themselves with decorum decency. STUDENTS MUST REMEMBER • Admission to the college binds a student to observe college rules and directions that may be issued from time to time by the college authority. • Students must carry their identity cards and he/she should produce the identity card when asked to at any time for any reason. • Students are required to attend the lectures regularly and punctually. No student will be allowed to rejoin his/her classes after continuous absence of five working days unless the same is condoned by the Principal. • Loitering in the corridor/campus without any valid reason and attending to cell-phone calls inside the classroom are strictly prohibited. • Smoking and spitting in the college premises are strictly forbidden. • Students are required to see the notice board every day for relevant information. • Students have to pass in the College Test to be allowed to write the Final University Examination. • Students are required to gather all relevant information regarding the syllabus prescribed, examination pattern and marking pattern form concerned teachers. ASSESSMENT AND ACCREDITATION BY NAAC

What is NAAC? NAAC (National Assessment and Accreditation Council) is an autonomous institution established by the UGC (University Grants Commission) in 1994 at Bangalore. It is the mandate of NAAC to assess and evaluate every aspect of the functioning of higher education institutes in India and eventually grade the institutes on the basis of such assessment. The whole exercise is ‘aimed at positive introspection’ and charts the path of future progress of the assessed institutes.

Who were the assessors and when did they assess? Following a decision taken by the Department of Higher Education, Government of West Bengal, Durgapur Government College volunteered for assessment and accreditation and a three member Peer Team visited the institution to inspect it from 21st March to 23rd March 2007. Prof Anjana Murthy, former Vice-Chancellor KSOU, Mysore was the Chairperson of the Peer Team while Prof S. Ramesh, Dean, Faculty of Commerce and Management, PG Centre, Mount Carmel College, Bangalore and Prof D. R. More, Principal, SSC Mahavidyalaya, Kolhapur and Member of the Senate, Shivaji University, Maharashtra were the Member-Coordinator and Member respectively.

What about the Report? The Peer Team carefully studied the Self Study Report of the College (a detailed account of every facet of the working of the College that was submitted to NAAC months before the visit), went through all relevant documents and extensively interacted with all categories of stakeholders of the College including the Principal, Management, Teachers, Students, Non-teaching Staff, Parents and Alumni in order to prepare a comprehensive Report following the guidelines laid down by NAAC. Curricular Aspects: “ The College …play(s) a definitive role in nation-building by instilling in the students the zeal to serve the larger community by becoming dedicated professionals in their chosen fields…”

Teaching, Learning and Evaluation: “The classroom events like debates, group discussions and interactive sessions used in the College relate the classroom teaching with real-life situations…The departments on their own conduct tutorials and remedial coaching to weaker students is given… Research, Consultancy and Extension: “ There are about 120 research papers published by the faculty…It is interesting to note that 32% of faculty have Ph.D. degrees…The Research Committee…encourages the faculty to undertake Minor ad major research projects, publish their papers and participate in seminars, conferences and workshops. There is thus a rich research culture in the College”.

“The College has received more than Rs. 75,00,000 for various research projects. It has two patents to its credit…There is a good team work of the Governing Body, the principal, the Staff, the Students, Non-teaching Staff and alumni…They work in a fine balance of all stakeholders…good faculty is indeed (the College’s) real strength”.

The assessment takes into consideration several distinct criteria (that represent every aspect of the functioning of the College) such as Curricular Aspects; Teaching, Learning and Evaluation; Research, Consultancy and Extension; Infrastructure and Learning Resources etc. The NAAC Peer Team (in consultation with NAAC officials) assigns scores as per its assessment (accomplished through scrutiny of documents, on – the – spot inspection and evaluative interaction) of the performance of College with respect to the several criteria. The scores that a College receives for all the criteria are added up to arrive at the Institutional Score and this score determines the grade. The Institutional Score of Durgapur Government College is 83.5 out of a maximum possible of 100 and thus the grade received is B + + (the score range for B + + is between 80 and 85).

Assessment and accreditation by NAAC is not a one time, one off phenomenon. It is a continual process of performance evaluation conducted internally and by external agencies to ensure commitment to quality. Thus, the accreditation received by the College is valid for five years and the College will have to present itself for re-assessment and re-accreditation at the end of the five-year period. The recommendations made by the Peer team will help the College chart its plans for further development. In fact, it is the prime concern of the IQAC (Internal Quality Assurance Cell, formed as stipulated by NAAC) to guide the College in the coming years towards achieving excellence in every aspect of its function
