Below is the .xml file to change the assessment of an article to match the highest other assessment on the talk page. Copy the parts between the pre /pre tags into a file, then load that file as a setting in AWB. It runs pretty smoothly, unfortunately it will key on false positives, so it will have to be semi-automatic.
