No state requires more than 10% ethanol, the EPA considers anything above 10% as not substantially similar to gasoline. Blends above 10% require a flexible fuel vehicle (about 3% of the vehicle fleet). MN, MT, WA, LA, MO and HI have some type of ethanol mandate, though not necessarily a per gallon requirement.
