This image, donna_s4.jpg, is a promotional photo taken from [1]. Though the image is copyright © to the BBC, I (Radagast 12:05, 10 August 2007 (UTC)) feel it is covered by the U.S. fair use law because:

The image is a single frame from a larger work;
The image is being used for informational purposes about Donna Noble, a fictional character in the television programme Doctor Who;
No more free alternative exists;
The use of the image in these articles will have no effect on the BBC's commercial use of the image in question.

This is a copyrighted image that has been released by a company or organization to promote their work or product in the media, such as advertising material or a promotional photo in a press kit.

The copyright for it is most likely owned by the company who created the promotional item or the artist who produced the item in question; you must provide evidence of such ownership. Lack of such evidence is grounds for deletion.
