In 648, Taizong established the imaginary Jiaole Area Command and appointed the Hsi(奚) chief Kotuche(可度者) as its Military Governor[1]. In 648, Taizong created the imaginary Songmo Area Commandand made Kuko(窟哥) of Khitan its Military Governor[2].
