Doctor Flappe

Doctor Flappe is a fictional character in the popular anime Dragon Ball. He is an old scientist who lives near Jingle village in the mountains, and appears only during the Red Ribbon Army Saga.

Under threats from General White and Ninja Murasaki of the Red Ribbon Army, Doctor Flappe created Android 8("Eighter") for fear that if he didn't the Red Ribbon Army would kill everyone in Jingle village(it is later revealed that if General White had recovered the dragonball, he would have killed everyone in Jingle village anyway). When he created Android 8, he planted a bomb in his heart.

Later, after Goku had defeated General White at Muscle Tower, Son, Goku, and Android 8 would visit Doctor Flappe, in hopes that he would remove the bomb from Android 8 or "Eighter". Doctor Flappe successfully removes the bomb, and he never reveals to anyone his affiliation with the Red Ribbon Army.

Dr. Flappe is not considered a "canon" character, because the creator of Android 8 was not identified in the manga at the time. Later, during the anime Dragon Ball Z and the "Android Saga" of the Dragon Ball manga, the creator of the androids was revealed as Doctor Gero.

A possible canon explanation could be that "Flappe" is simply a Red Ribbon codename for Doctor Gero, or Gero and Flappe are different people and Gero was more involved in the Red Ribbon Army than Flappe, and Gero never created #8.
