The ambition of replacing housing is stated as to attract in the middle classes. I am not aware that this largely the intention or indeed the result. Although this might change with new developments underway, the pressure is likely to be more that the dock land mostly between the dock road and the Mersey is filling up and developers need somewhere else to go.
