The name of the publication is probably better translated as simply "Time" rather than "The Time." That's just how abstract nouns work in German: you have to use a definite article to refer to them, whereas we don't do that in English.

The paper is considered to be high brow. While I don't necessarily disagree, "high brow" has negative connotations that seem inappropriate here and "is considered to be" is simply glossing over the fact that this is a personal opinion.
