This tag will derefer an external link. This explanation will not be included within the article when it is included.

Some websites with political or social agendas actively monitor and harvest HTTP referer links. For the most part, this is harmless, or at most annoying, and generates spam email for instance. But on some controversial articles or in some locations, it can actually be a problem or risk to readers, for example in connection with activities which are not approved by their State.

So a template to allow a link to be dereferred is important. Not on many articles. But on some. Sadly.
