[edit] Separate bu equal?

What does this mean in the opening? Is it in reference to Brown vs. Board of Education in 1954? If so, what's the reference? If not, I'd really suggest rewording that since the Supreme Court case is by far more well known than whatever else is being referenced. --Don Sowell 17:04, 28 December 2006 (UTC)
