I believe this image is produced by NASA, and therefore in the public domain due to the following facts:
- Though I cannot confirm that it is produced by NASA, which releases all of its images to the public domain, I found the same image on several different websites, indicating that they all got it from some common, free source.
- None of these websites claimed any copyrights to the image.
- It is unlikely that anyone not affiliated with NASA would be able to create this image.
Additional rationale:
- It is the lowest quality version of this image that I have seen.
- I cannot find any other images of this spacecraft.
- I believe it contributes significantly to the article Dynamics Explorer.
