I don't know if the L.A. Times quote is true or not, but I don't see why it's problematic. I've known US-born Koreans who have, at best, mediocre reading, writing, and speaking skills. It could be because some of them have subsequently lived in Korea and lost proficiency with English, or because they live in communities in which English is almost never spoken. Also, different people have different linguistic skill levels in general.
