[edit] Factuality/Grammer
The article was written before the treaty was released and so, a) was it released, and if so, b) the grammer should be changed to make it past tense. I hope I'm OK here as this is my first noting of an article needing attention. killing sparrows 08:06, 21 February 2007 (UTC)
