Tsuru Tsurulina IV (ツル・ツルリーナ4世 Tsuru Tsururina Yon Sei)/Czar Baldy Bald IV is the original primary antagonist of the anime/manga series Bobobo-bo Bo-bobo.

Czar Baldy Bald IV is the fourth emperor of the Maruhage Empire. Like his proceeder, Czar Baldy Bald III, Baldy Bald IV is half cyborg. Unlike other powerful main villains he is only a public figure of fear in the Empire, though appeared menacing in the earlier parts of the series. It is revealed after Battleship and Kitty-Poo's defeat, that he is a cowardly powerless dictator who easily obeys a stronger power and even tries to make the tournament contestants kill each other rather than fight himself.

Czar Baldy Bald IV is the emperor of the 4th Era Maruhage Empire. He is assisted by his Wife, Mako-chan and Octopus Carl. After Czar Baldy Bald IV's defeat, he encounters The Nonsense Nine yet only to be defeated. In the manga, he looks normal, but given pointy ears and teeth to make him appear more menacing.

With his empire destroyed, Czar Baldy Bald IV recruits new hair hunters and creates a new empire only to encounter his younger brother Hydrate who overpowers him and take over his fleeing brothers empire. Baldy Bald IV retires alongside Mako-chan and Octopus Carl soon after Hydrate's downfall.
