The bit about the number of FM translators is clearly a non-neutral point of view, making reference to a "controversy" over the growth of translators in the educational/non-commercial portion of the FM Band. The assertion that CSN is "by far" the largest user of translators does not cite a source for "by far" other than a list of how many they do have.
I've done an import of the current licensed FM translators, and here are the counts:
