The reason given for its proposed deletion is Non-encyclopedic topic. There are articles like Crime in the United States etc. This is about a particular issue i.e. the violence and crime faced by foreign citizens in India. There is no reason behind claiming that it is a nonencyclopedic topic. There are articles like Gun violence in the United States, List of journalists killed in Russia and so many, all of which are issue-specific. Crime occurs in India against foreign citizens.
