We're dealing with obsolete terminology here, but the corpus cavernosum penis and corpus cavernosum urethrae are not the same. The corpuse cavernosum urethrae is now known as the corpus spongiosum (i believe, i need to check my texts) and is different because its engorgement with blood doesn't primarily make it rigid to support erection, it makes the tissue expand to protect the dilated lumen of the penile urethra from compression.
