[edit] Interchange controversy

Can we please say when (season and round) was this controversy. Other than the final clause of the last sentence the paragraph reads as though it was simply a technical rule breach. Presumably what was controversial about it was the reason for the appeal being upheld. Why was that ? -Sticks66
