Aside from a limited set of exceptions Wikipedia only accepts free content, meaning anyone must be allowed to use and modify it for any purpose. Restrictions on how or where the image can be used, such as non-commercial use only, or use for educational purposes only, or even use on Wikipedia only is not permitted. Neither are restrictions that say you are not allowed to modify the image. Such restrictions make the image non-free and images with such restrictions should not be tagged with this template.
Instead such images must either be listed for deletion for having non-acceptable restrictions, or have this template replaced by an appropriate non-free copyright tag, and otherwise be made to comply with every point of the exception policy detailed at Wikipedia:Non-free content. Non-free images that do not comply with the non-free content policy are subject to speedy deletion.
