[edit] Baron/Graaf status

I don't know enough about the difference in these Dutch statuses to write about them, can someone help?

Also as far as his name went, I missed out baron/graaf entirely from the page title as these changed during his lifetime. The Dutch version of this page mentions he was a graaf very early on but the page title is the same as this one. I'm also not sure just how liberal his cabinet was, so I didn't elaborate on it.
