At some point in the article, the expression "congestion collapse" starts being used. This seems like an error, as that phrase would mean the collapse of the congestion (which would be a good thing). This is obviously not the intended meaning. If no one objects, i'll change these to "congestive". —StationaryTraveller 18:16, 27 September 2006 (UTC)
