Terran Confederation Star
This starburst originates from the Wing Commander universe, in which it is the symbol of the Terran Confederation, and appears on all documentation from Wing Commander Armada on. It appears in the courtroom during Admiral Geoffrey Tolwyn's tribunal at the end of Wing Commander IV, and on the flag in the movie introduction.
As for the actual image, I created it myself, using gmax and Arcsoft Photostudio software (as I lacked vector graphics software at the time).
