The 8 minutes and 18 minutes are defined by US law I guess? At least it should be mentioned these are periods of time used in the US. In other countries these times may be different.

The article claims that the UK average is 30% of the timeslot or 18 mins per hour - but then goes on to say that EU rules limit commercial time to 20% of the timeslot or 12 mins per hour. Since the UK is a member of the EU, the 30% figure cannot be true - and indeed I'm British, and can confirm that we simply do not have 18 mins of commercials per hour.
