This page in a nutshell: It's ok to express opinion on a userpage as long as it does not violate The wikipedia not policy.

Some users have strong ideals that they may wish to post on their userpage; Sometimes these ideals are opinionated. Even if these ideas would be considered wrong for articles, they are perfectly fine for most user pages. Also some users may find it insulting for other users to constantly delete text on their user page and may cause a revert war. So just to keep civility on wikipedia try not to edit others userpages.

If a user is putting libel about other users (see Wikipedia:Requests for arbitration/Attack sites, Wikipedia:Harassment and Wikipedia:No personal attacks) this is NOT ok this should be reverted. Their is a difference between what you think about you country's leader and the guy who deleted your favorite bands article.
