Claire Fowler (born 1979-03-28) is a British-born Berlin-based filmmaker.

Twin sister of writer Ruth Fowler, she grew up in North Wales, then studied at Oxford University, and later at the Royal College of Art in London.

Her first experimental documentary short in 2005, Portrait As, featured the world of disabled experimental filmmaker Stephen Dwoskin[1] and was funded by the British Arts Council. It was shown around the world at Film Festivals including International Film Festival Rotterdam[2] 2006 and Rencontres Internationales 2006, and is in the British Council Film catalogue.[3] This film is distributed by the Paris based Collectif Jeune Cinema.[4]

Open Heart was a 22 minute documentary about healthcare issues in Palestine, co-produced by the Palestine Children's Relief Fund[5] and the British Arts Council in 2006. It screened at film festivals around the world including Sheffield International Documentary Festival, Iran International Documentary Festival[6] and the Human Rights Watch International Film Festival in London 2008. This film is distributed by the Los Angeles based company BigFilmShorts,[7] and included in the British Council's Film catalogue.[8]

In February 2007, whilst filming the band Ghosts on their second UK tour, she was arrested alongside them on suspicion of causing criminal damage. They were all subsequently released without charge.[9]

She has produced commissioned work for Al Gore's UK branch of Current TV, Atlantic Records, Arts Council England and the Palestine Children's Relief Fund.

From September 2007 to January 2008 she was in the West Bank in production of her latest film about the Palestinian village Beit Iksa.[10]
