The article describes two different things. The first and third paragraphs are US usage relevant to the US examples, while the second is as used in certain other countries and relevant to the examples in those countries. Seems to me the article ought to be reduced to a disambiguator, linking to one article about civil service bureaux, and another about utility regulation.
