[edit] Neighborhood Definition

This definition of "Civic Center" is problematic when paired with Wikipedia's article on the Financial District. The latter states that the Financial District "encompasses roughly the area south of City Hall Park but excluding Battery Park and Battery Park City," which would encompass the whole of the Civic Center as defined in this article. And while Pier 17 of the South Street Seaport runs roughly parallel with Fulton Street, the length of the Seaport's walking paths along Front Street run past Wall Street to terminate at the Station Island Ferry Terminal.
