An officer of the California Highway Patrol making a traffic stop on southbound State Route 85 in Cupertino, California. The apparent reason for this stop was illegal use of the high-occupancy vehicle lane with no passengers. Both civilian vehicles visible in this image were among several who were apparently using the HOV lane to bypass a traffic jam that resulted when Caltrans failed to finish repaving an off-ramp before the morning rush hour.
