I've been contemplating this page for a while now. Clearly it needs reference to the paramountcy of welfare, delay principle, no order principle and welfare checklist. My problem is where to go as regards section 8 orders. Contact and even more so residence are already covered, but nothing on Specific Issue or Prohibited Steps. What I'm looking for is some ideas as to how to structure the content of the page(s) in the most logical way. Is it wise to duplicate content?

The existing practise in other areas is to cover a sub topic only in sifficient depth to allow it to be understood. A link to a "main article" can be done with the template called "main". This is very common in history and geography articles where say a story on "The role of the police during event X" may be a complete article it would only be linked into the article about "event X".
