This image is being linked here. Though the picture is subject to copyright, I, Lego3400, feel it is covered by the U.S. fair use laws because:

it is a cropped facial shot from a Sailor Moon musicals promotional image;
it does not limit the copyright owners' rights to sell the wider copyrighted work in any way;
it provides an illustration of this character (Sailor ChibiChibi) in the series, and is to be used solely for this purpose.
