Normally to study for a PhD in France, one needs to complete the DEA exam (Diplôme d'Etudes Approfondies), and most French PhD stipends require that this has been done. Hence outsiders wanting to study in France normally must find funding for a year's study for the DEA before they can seek funding for a PhD.
