User:Doctor11 believe that the use of this copyright image, obtained at http://library.osu.edu/sites/rarebooks/japan/2_1_photos.html, in the article Charcoal constitutes fair and necessary use whilst strongly benefiting the article. The image of a Charcoal bus illustrates effectively what the article actually means when it discusses the use of Charcoal as a road fuel. As a heritage photo from the late 1940's of a technology that barely exists today - this image is almost certainly irreplaceable by a free image.
