Though the picture is subject to copyright I (Kazu-kun) feel it is covered by the U.S. fair use laws because:

it was created out of three low-resolution copies of artworks depicting the main characters of the three different media that comprise the Blue Drop franchise .
it does not limit the copyright owners rights to sell the series on DVD or manga volumes in any way.
it illustrates the main characters and aids commentary on the plot outline; the picture shows characters' traits that are discussed in the article.
there is no free alternative depicting the main characters of the series.
