The King/Queen is the figure that rules over polotical matters. The King/Queen is not revealed until her/her death.

The Mayor is the highest leader in the hierarchy that's identity is revealed to the public. He/She publicly speaks about important matters.

[edit] Cattelocks Defense Initiative

The CDI is a chain of defense higher than the police. Operatives are workers of the King/Queen, and generally serve the Island. The CDI head may become King/Queen, should they be found dead and the King/Queen has not given instructions that someone else should. If neither the King/Queen apoints another in life nor does the CDI Head accept his/her role as King/Queen, the Mayor shall hold both positions. The Mayor can choose resign his/her position as Mayor, but not as King/Queen.
