It seems more than a little bit editorial and/or biased to refer to the mail as "junk mail" throughout this article. Despite the fact that most unsolicited or advertising mail is seen as "junk" mail to the recipients thereof, I believe it would better reflect Wikipedia's values to refer to it in the former sense, e.g. as "mail addressed to current resident," or "unsolicited mail."
