   The Carmen Tanase.jpg image is not subject to copyright and, in any case, its use is covered by the U.S. fair use laws, because:
   # The image was first published, on-line, by an anonymous author on the forum pages of the Romanian Tv channel Acasa (the broadcaster of the TV series from which the screenshot was taken). It was delivered to the public domain. 
   # The image is used as the primary means of visual identification of the article topic.
   # The use of this screenshot will not affect the value of the original work or limit the copyright holder's rights or ability to distribute the original. 
   # It is a low resolution image.
   # The image is only a small portion of the commercial product.
