Use with {{CanElec4}} and {{CanElec4Row}} to create total rows for riding tables. Format:

{{CanElec4Tot|Description|Votes|%Vote}}

1. Description - description of the total row
2. Votes - number of votes for the candidate
3.  %Vote - percentage of vote (include the % sign in parameter)
