This is a clay poker chip manufactured by Blue Chip Co. The chip was designed as a replica of a set manufactured by Paulson Gaming for the James Bond film A License to Kill. The inlay features the fictional casino name 'Casino De Isthmus City' from the movie. In this image you can clearly see the inserts/edge spots are not painted on but rather sections of alternately colored clay.
