[edit] removed Mayor's name

There's no sense in putting the current Mayor's name in an encyclopedia article - each time a new Mayor is elected, you'd have to change it. The subject is the school system, not the Mayor. And that picture has to go. A classic publicity photo for a pol is no appropriate for this venue - sorry Tommy.
