Since the event occurred in 1919, I believe that the image should be in the public domain in the US, although I can locate no web source. The photographer seems to be Leslie Jones, a Boston Herald staff photographer who was working as late as 1956. The Boston Public Library does have a web store selling pictures at [1] which, if they are public domain, could provide digital versions at slightly higher resolutions than this.
