When referencing the notion that the CIA's acts of sabotage upset the Republican-controlled Senate, I see a fallacy. The Democrats swept the Congressional elections in 1982, and I would find it hard to believe that a Republican Congress would be outraged with a Republican President. Last paragraph unequivocally states that the secret diversion fo funds by Col. North received "explicit presidential approval". If that were a non-debatable fact, we would have been talking about the '86 Democratic Congress attempting to impeach Reagan.
