Blue moon election

In the USA political system, a blue moon election occurs when there is no statewide partisan race on the ballot, such as President, U.S. Senate, or Governor. The first race that appears is therefore the contest for House of Representatives. North Carolina and Louisiana in 2006 are examples of blue moon elections.
