Although this is still under copyright, inclusion here qualifies for Fair Use in the article Bloom County because:

It is used for a non-commercial and hopefully educational purpose.
It is representative of the work:

It shows the most of the main characters of the strip and some of the others.

It focuses on Opus.

It is only a small part of the overall work, i.e. an excerpt from a single day's installment.
It should not affect the commercial viability of the copyright.
