I think that the correct title is not "Bishop of Buenos Aires", but "Bishop of Argentina": the Anglican diocese is "of Argentina", though the see -- the bishop's seat -- is in the city of Buenos Aires. This is made clear both at the website of the Anglican Communion (http://www.anglicancommunion.org/tour/diocese.cfm?Idind=531&view=alpha) and at the website of the diocese itself (http://www.anglicanaargentina.org.ar/).
